Committee rejects request for California levee repair funds

WASHINGTON -- A key House committee turned down a request Wednesday for more than $41 million in emergency funding for Sacramento and Delta levee repairs, saying California's request would have to await later action on a measure to fund the work in 2007.
"It is a high-level, critical problem," Lewis said of the levee conditions. He said that unless something is done quickly to strengthen the levee system, "people will be killed" by severe flooding brought on by storms or an earthquake.

Breached levee raises some concern in Menlo Park [January 2006 occurrence]
By Joshua Sabatini Knight RidderAs a Menlo Park council member and a fire chief voiced the need for an emergency fix of a levee breach just north of the Dumbarton Bridge, the city's public works director tried to allay any flooding fears.
But on Monday, city Public Works Director Kent Steffens said the levee breach, which has existed for at least a year, doesn't warrant immediate action.
Schapelhouman said if the water floods Highway 84, the roadway leading to the Dumbarton Bridge, then there could be fatal accidents. Also, he said water could flood the PG&E Ravenswood substation, resulting in significant power outages.
``In my world, they call that critical infrastructure,'' Schapelhouman said. ``This thing is deteriorating and no one is doing anything. It's not acceptable.''

Homes Flooded After Two Central Valley Levees BreakWater Floods Farmland In Sacramento County

SACRAMENTO, Calif. -- Two Central Valley levees broke Tuesday, flooding 50 homes in Merced and inundating farmland in Sacramento County as heavy rain continued to fall across Northern California, the Department of Water Resources said.
A breach on Black Rascal Creek at the confluence of Bear Creek was threatening the homes, said Michael Miller, a department spokesman. On the other side of the creek, a trailer park was flooded as water topped the levee.
A couple hours later, a levee east of Highway 99 at the crossing of the Consumnes River south of Sacramento swamped fields but posed no threat to homes, the highway or railroad tracks. The same area broke in January

Atlantic Hurricane Season to Top Normal for 4th Year (Update1)
April 4 (Bloomberg) -- Another above-average Atlantic basin hurricane season is expected this year following a record number of storms in 2005, scientists said.
The June-through-November period will yield nine hurricanes out of a total of 17 named storms, Colorado State University scientists Philip Klotzbach and William Gray said in a report today from Fort Collins. The 2005 season produced a record 15 hurricanes and 27 named storms.
``The climate signals are such that this looks like it's going to be an active year,'' Gray said in a telephone interview today from his office. ``Atlantic sea-surface temperatures are very warm. That's a major factor.''
